The ABS light is a fault light. It comes on when the system detects a fault
and shuts itself down. When the light is on, you still have full normal
braking, but no anti-lock features (i.e. The brakes will lock up). There is
a way to get a trouble code out of the ABS system. If you have the Helms
manual, the procedure is in there. The problem is hardly ever anything
cheap.

It is probably worth your while to pull the code to see what is setting it
off, but you probably will not want to pay for the repair on a '94.
