I now have verification from the State of Georgia that the headlight dimming/flickering is considered a defect. I filed for arbitration under the Georgia Warranty Rights Act (Lemon Law) and received a ruling in my favor.

Honda will now be required to buy back my car and it will be permanently labeled a Lemon.

Those of you who believe that a bigger battery will cure this problem, please keep this in mind - don't you think Honda would have done this if it was truly a cure? Even if it does work for you, I believe the fix will be temporary until the new battery weakens and you will be back where you started.
