I have an 02 civic lx 5 speed with 70k. I recently got 40 mpg on all non-interstate highway driving (meaning somewhere between 45 and 65 the whole time). My average is 35. If I'm driving like a jerk (which is sometimes unavoidable with the standard transmission) I still get 32 in the city. I also have a roof rack for camping that supposedly brings your gas mileage down by about 5%. I need to take the rack off to see how high I can really get it.
