Default 1990 honda accord turns over but wont start

I have a 1990 honda accord that is quite querky. The car will run fine for the longest time, then one day you'll go out to start it and the car will just turn over but will not start. If you keep trying on and off for about an hour it will eventually start. The car will run fine again for a few days to a few weeks and all of a sudden it will do the same thing again. Wont start, wait for a while and it starts again. when the car does finally start everything seems to be running fine. No missing or rough running. A neighbor came over and said he thought it might have been something wrong with the throttle body or something sticking with the throttle. Previously we were told that an o-ring was cracked and that the oil was leaking into the spark plug and floodong it out. We were told it was a slow leak. My husband pulled the plugged and cleaned all the oil off it and also down in where the plug goes. The last time the car did this crazy thing of not starting, that is the first place my husband checked. he pulled the plug thinking the oil had drowned it out again and to our surprise, it was totally dry. This is when the neighbor said it could be something with the throttle body or sensor. Does anyone have any added advice on this condition as to what it could be? Right before I started typing this my father in law came by and actually got the car started again. we are not going to drive it because we dont know when this is going to happen again. Any help would be greatly appreciated. Thanks
