Default Idle up or idle boost soleniod valve

I have a problem with my 88 Honda Civic not idling properly when the AC is turned on. It does ok as you go down the road, but sputters or dies when I come to a stop with the AC on.

I know it is a problem with the idle not adjusting, but can not find the idle boost valve. I do not even think my car has one.

On some models it is found on the firewall with the MAP sensor and the purge valve. I looked there only to find a empty space with no wiring, where something goes that was not included with my car.

I also looked on the driver side fender and found a capped plug that I beleive is the plug. Why it is on the driver side, I do not know. It has a green/white wire and a ground.

Does anybody know if this is the wire or if it is located elsewhere or maybe it was not included with this model because there is another way to control the idle. I am stumped on this one and any help will be greatly appreciated.
