AFIK, two things: The EACV may need cleaning/broken, or the signal required
to tell the ECU that tells the EACV is inactive. Another words, the ECU gets
a message from sensors but ECU ignores message and won't response to the low
idle's request. However, the ELD circuit appears functional.
This might require troubleshooting the EACV, ECU, or sensors. Unless you
have proper tools, I would suggest cleaning it or tap on it and see if it
budges.
