Frankly speaking I do think that your local dealer is himself not sure of the authenticity of his “Certified Used” cars. It could be that he just wanted to be on a safer side in order to wash his hands from any future problems with the car dealt with. I sincerely think you should check other dealers and do a little research before going for this deal. I was also in a similar dilemma you are in… Well my previous 2 car were both used cars. The latest car I brought was a 5 speed manual CRV few months back from a Fish Brothers. The car was sparingly used for 6 months. It was in a sparking condition. I also got an excellent bargain for it and that also I could pay in easy installments.
