I'd recommend you go to Walmart or Home Depot and buy an inexpensive rotary hand pump that you can connect to two plastic tubes; one for in the tank and one for in the drum. you can then pump it out with low pressure by hand.the fuel pump will run for 5 seconds when you turn the ignition key ON (don't need to crank the engine) so if you want to use the fuel pump to blast the fuel out at 45 psi keep turning the key on and off. the pump is on a timer that you can't bypass as its the CrankAngle Sensor's start signal that controls the pump shut-off. the pump pressurizes the rack and if not start signal to the pcm after 5 seconds then the pump is shut off. there's no practical way to substitute for the start signal as the engine has to run to do that.so using a cheap plastic hand crank pump is you're best bet. Also, when you do this, be sure to ground the fuel tank and the drum/ use a battery jumper cable between the two to prevent any fires from sparks or static electricity.hope that helps
