A balance shaft (there are usually two of them) keep your engine running smooth since inline four cylinder engines are not perfectly balanced (unlike V8s, V6s, or inline 6s).The balance shafts need to be synchronized with the crankshaft otherwise they will make the vibration worse, not better.
