I won't answer all the question. Yes it could be rebuilt at the Honda dealership. You talk yourself about rebuilding the engine. Do you have all the special tools and etc to do it. Can you measure all the tolerances. Do you know what machine shops to take the parts to in your area. Unless you do a total rebuild, remanufacture in some caes on the engine, then you won't have a new engine, it'll be a reconditioned engine.
