I assume you are referring to the red wire in the wire harness that came
with your stereo. The red should have battery voltage when the ignition
is on, but you say it does not. This makes perfect sense as many car
stereos will not turn on unless the ignition is on.

Where you plug your new wiring harness into the connector in the car,
the red wire red wire should connect to one that is yellow with a thin
red stripe on it. Makse sure this is the case.

Is there anything else in the car that does not work? In particular,
does the cigarette lighter work (with the ignition "on")? I believe the
cigarette lighter is on the same circuit as the stereo (the ignition
switched input to the stereo, that is). I know you have checked the
fuses, but perhaps you should check one more time the one in the
under-dash fuse box that is for the stereo. Better yet, just replace it.
