I've been having a problem here lately with my 98 Civic not getting good gas mileage. I was wondering what things could cause this? Fuel Filter?

Also, when I'm a halfway between 1/4 - Empty tank of gas, it seems to be difficult to crank. Maybe 2-3 seconds.
