Default whining noise after timing belt and balance shaft belt replacement input please!

I recently replaced all of the belts (timing,balance shaft,powersteering and alternator) on my 2002 honda accord 2.3 v tech engine. I aslo replaced the water pump while i was there. I did everything according to the book for tensioning like turned it over by hand a few times before starting etc.. What happens is when i start my car it makes this whining noise kinda like a noise that comes out of a turbo, very high pitch. when i rev up the motor the noise increases. I thought it was my alternator bushing so by process of elimination i took the powersteering belt off as well at the alternator belt and still made the same noise. My conclusion would be the noise is coming from the balance shaft belt or timing belt.

Does anyone know if this whining is actually a normal noise? I read in a post that it is normal in first few weeks for a new timing belt to make a whining noise. Has anyone experienced this issue? If so is it too loose? Too tight? Don't do anything? more input would be appreciated
