On the TL's the tires usually rub on the bumper cover tab. The tab is located on the inside of the fender where the bumper cover meets the fender. Just run your hand along the edge and you'll feel it. There's a screw holding them together but the tab sticks out and rubs on the tire. You can trim off about 1/2" with a Dremel tool or something similar without affecting the integrity of the mounting tab.
