A JDM bumper will mount to a USDM Honda as long as you have the entire bumper including the reinforcement with brackets. Since cars imported to the US at the time had to meet 5MPH crash impact standards, USDM CRX's have a more robust and bulky shock absorbing system with Styrofoam and reinforced brackets. JDM spec cars have a very basic mounting system. Also, JDM bumper mounting equipment will have room for options such as the telescoping parking pole.
