Jim,

If you find an answer (other than replacement) let me know so I can
use it on my '98 Sienna. Yeah, old age - the retraction mechanism just
doesn't have that zip anymore and the seatbelt webbing is more pliable
allowing it to twist more easily than when new. But I don't find this
nearly as annoying as a new car payment. :-)
