I'm sure you tried everything but are the side air vents directed toward the windows? Are they close? When on defrost, make sure air is going out of them.But I'm sure you checked all that already. Rain X makes a product for fog inside the car. Tried it once. It's okay... but I felt it left kind of a haze on the windows and only diminished the problem.
