all it is moisture related due to temp changes and rainy days here is what you do,1st turn your defrost on and selct a/c on,2nd put on fresh air,3rd adjust your temperature to your liking and that will fix your fogging its not your heater core not on a 05 civic!! try those 3 steps i believe it will work
