Yes. Anytime you change the size of the tire/wheel you change the distance traveled with every revolution. This will effect all gagues based on distance traveled. Like speed and mileage. But that is so little that it might not be significant. When I went from 16 in to 17 in wheels on my previous car it made my speedometer read 5 mph off. Yours should be less. Usually, a programmer is a good way to resolve this. You can fix this, usually remove governors, free up some horse power and change shift points (if auto).
