it stops when the highway patrol pulls you over for passing them, when the drag on the car exceeds the power to continue accelerating, when you hit the governor on the enigine, or for my 2004 Civic Si, on a downhill in 5th gear and hitting the fuel cutoff...approx 143MPH give or take errors in the speedo at those speeds
