Your battery terminals sound loose or corroded, since they won't handle
any amount of current, but make sure to check the OTHER ENDS of the
wires (especially the ground) to be sure they aren't loose or rusted
too.

Snugging up the terminals or boosting the car will probably start it. If
you can't get a pair of booster cables and if it's got a manual tranny,
just walk-start it. Key all the way to position III, push it walking
speed (two helpers) push in clutch, put in second gear, pop clutch for
1/2 second, engine starts.
