When I had a similar issue with my '90 the dealer said it was not covered by
the seatbelt warranty, but maybe the OP's dealer would see it differently.
On my car, the alarm always beeps every time I turn on the ignition whether
I have a passenger or not, and the light stayed on always. I removed the
bulb from the light and learned to live with the beeping.
