Lucky you. You have those stupid "motorized mouse" automatic shoulder
belts.

Does the light come on as well?


Three possible culprits:
1) Lock position sensor in the door pillar where the belt ends up at the
end of its travel
2) the switch inside the buckle's receptacle
3) Shoulder belt retractor switch

If either sticks, breaks, or comes loose, it can be grounded, turning on
the buzzer.

Your mechanic needs to study the wiring diagram carefully. There are only a
few possible causes. If he has not got the diagram (inexcusable!!) I can
send you scans of the Integras's system for that year, which should be the
same.
