The system has failed its self-check. Is your park brake not all the
way off by any chance? That's a possible cause.
Do you hear the pump gronk for a second or so just after startup?
Do you hear it at any other time? Have you changed the brake fluid in
the ABS system?

Enlist the help of a shop manual. Not a Haynes or a Chilton manual
but a proper Honda shop manual.
